The Federal Republic of Germany and the Government of the Republic of India have, under the Indo-German Technical Cooperation, have agreed to jointly promote the “Indo- German Energy Programme” (IGEN) with the aim to promote energy efficiency/ conservation.
The Ministry of Power and Bureau of Energy Efficiency (BEE) are entrusted with the task of implementation of the Energy Conservation Act, 2001. One of the schemes of Bureau is the Perform, Achieve and Trade (PAT), which is a market-based scheme to improve the energy efficiency in energy intensive large-scale industries, facilitated by certification of energy savings which could be traded. The scheme has resulted in savings of 8.67 million metric tonne of oil equivalent (M toe) by 2014-15 against a target of 6.686 M toe from eight industrial sectors in PAT cycle I. “Deepening” and “Widening” of PAT had been carried out with an objective of increasing the penetration of energy efficiency. Under the deepening initiative, new DCs from the existing sectors were notified whereas under widening initiative, five new sectors have been notified. PAT-II, PAT- III, PAT-IV and PAT- V have also been notified following the same pathway in 2016, 2017, 2018 and 2019 respectively.
GIZ, a partner to Bureau of energy Efficiency in the implementation of the PAT scheme, under the IGEN-EE programme, proposes to engage the services of a consultant in order to prepare Proforma and other related documents for Petrochemicals sector under the PAT scheme and conduct a feasibility study of other sub-sectors of the Petrochemical sector to include under the PAT scheme.
