Under the Indo German Bilateral Development Cooperation, the focal areas currently are: Energy; Environment and Management of Natural Resources; and Sustainable Urban and Industrial Development. Under the Sustainable Urban & Industrial Development focal area, a project on “Sustainable and Environment-friendly Industrial Production II” (SEIP II) is being implemented during March 2019 to February 2022. The objective of SEIP phase 2 project is, “The strategic and operational governance structures of the Indian Government to effectively combat water pollution from industrial wastewater are strengthened.” The SEIP II phase works on the following main outputs:

• Output 1: Strengthening of Legal Framework
• Output 2: Strengthening of Organisational Procedures and Processes
• Output 3: Strengthening of Incentive Mechanisms
• Output 4: Strengthening of Knowledge Products
• Output 5: Promotion of Resource Efficiency (RE) and Sustainable Consumption & Production (SCP)

For giving the advisory support, assuring the deliverables’ quality, and contributing as a resource agency for aligning the deliverables with the UKPCB needs, , GIZ proposes to engage consultancy services of a competent national enviro-legal firm to provide to advise UKPCB on environmental issues and to support in setting up of an Enviro-legal Cell at UKPCB (Uttarakhand) as per Terms of Reference given below. The objective of the consultancy services is to:

• To provide advisory support to UKPCB on environmental topics such as legal aspect of industrial compliance, regulatory compliance issues, court matters, public complaints, coordination with other government agencies related to environment etc., and to support in development of an Enviro-legal Cell at UKPCB.

The detailed documentation with regards to call for Technical & Financial proposal includes:

• The Terms of Reference for the Assignment,
• The Technical Evaluation Grid,
• Assessing Eligibility of consulting firms’ grid,
• Financial Format,
• The General Terms & Conditions of Contracts

Submission of Bid

The bid shall only be submitted electronically and only in the email ID’s as mentioned below. The following process needs to be followed by the bidder to submit the bid;

a) The bidder needs to submit the technical proposal and CV on or before the date of submission. No financial proposal must be submitted at this stage.
b) The bidders must submit the proposal on the following two email ids -mandatorily. neha.verma1@giz.de and johney.reberio@giz.de
c) Bidders are requested to clearly specify the title of the Tender as “Enviro-legal Firm for Advisory Support to Uttarakhand Pollution Control Board (UKPCB) at State level for the SEIP II project” while sending proposals.
