TENDER NOTICE FOR
ENGAGING AN ORGANIZATION TO CARRY OUT “ASSESSMENT OF
ECOSYSTEM SERVICES – LIVELIHOOD LINKAGE FOR INTEGRATED
MANAGEMENT OF BHITARKANIKA RAMSAR SITE, ODISHA”

Under the Indo German Bilateral Development Cooperation, the focal areas currently are:
- Energy;
- Environment and Management of Natural Resources; and
- Sustainable Urban Development
GIZ in partnership with Ministry of Environment, Forest and Climate Change MoEFCC, is
implementing a Technical Cooperation project “Wetlands management for biodiversity and climate
protection” with funding support from the German Federal Ministry for the Environment, Nature
Conservation and Nuclear Safety (BMU) under the International Climate Initiative (IKI). The goal of
the project is to strengthen the institutional framework and enhance capacities for an ecosystem-
based integrated management of wetlands of international importance (Ramsar sites) in India.
The project is implemented in close cooperation with the National Plan for Conservation of Aquatic
Ecosystems (NPCA) of the MoEFCC with an overall objective to establish an integrated management
approach at four Ramsar sites (namely, Pong, Renuka, Bhitarkanika and Point Calimere). The project
is being implemented at these Ramsar sites in partnership with the respective State Wetland
Authorities and site level management institutions.
The project is seeking services of an expert agency to assess inter-linkages between livelihoods and
ecosystem services provided by the wetland and recommend measures to improve livelihoods while
sustaining ecosystem services.
The assessment should primarily be based on participatory approaches and it should;
- Identify key ecosystem services
- Major livelihoods that depend on the wetland
- Changes in wetland characteristics that impact current livelihoods
- Identify activities that negatively impact the wetland characteristics
- Recommend an institutional arrangement for integrated management of Bhitarkanika
Ramsar site
- Develop a strategy for long-term engagement with all interest groups, at local community
as well as state-level
- It should also consider the impact of COVID-19 and assess the post-lockdown scenario in
terms of changes in livelihoods, migration and natural resource use
