The Commission established by the Government of Georgia (Ordinance no.1588 July 20 2015) is issuing
a Pre-Qualification Questionnaire (PQQ) to shortlist suitably qualified and experienced Healthcare PPP
Infrastructure Consortiums to engage in a PPP Competition for the Redevelopment and Operation of
three major hospitals in Tbilisi, namely,
- Academician N. Kipshidze Central University Clinic - ID: 205165453
- Universal Medical Centre - ID:405001466
- Children’s Infectious Diseases Hospital - ID: 20487159
The three hospitals are expected to be Design, Built and/or Remodelled to UK Standards inclusive of high
quality medical equipment and technology combined with the delivery of Clinical Services & Facility
Management (again to UK Standards). It is the expected that the Consortium will ensure that the
completed project is Joint Commission International (JCI) accredited and that the existing staff will
undergo a skills and needs assessment which will form the basis of a total Workforce Modernisation
Program with a view that the Project will be operated to a UK Model of Care.
As part of the project requirements and in addition to the above, the consortium is expected to Design,
Build and Operate (delivering both Clinical Services & Facility Management) a complimentary Primary
Care Network again to UK Standards.
The project is titled The Tbilisi Cluster Healthcare PPP Transformation Project and will follow a Build Own
Operate (BOO) PPP model. The Purpose of this Public Notice (PIN) is to receive Expressions of Interest
from suitably qualified consortiums who can demonstrate the relevant experience and expertise in
undertaking and developing an Integrated Health Care Solution wherein the Primary &
Secondary/Tertiary Care requirement described above are at the core of the consortiums healthcare
development and operational plans.
Expressions of Interest should only be made from suitably qualified consortiums who can clearly
demonstrate via the PQQ process, the relevant and applicable experience, expertise and financial
standing to deliver a fully integrated Design, Build, Equip, Finance and Operate solution in terms of;
- Healthcare Design and Hospital & Primary Construction Delivery
- Healthcare Facilities Management
- Clinical Operations, including Workforce Transformation and JCI Accreditation for Major
International Healthcare Programs delivered across Primary and Secondary/Tertiary Sectors
- Securing Structured Finance
Expressions of Interest in this PQQ should be made directly via email to
gkhurodze@partnershipfund.ge and PPP@gahsc.net on or
before Friday October 02nd 2015 before 12:00 PM Coordinated Universal
Time (UTC). Any expressions of interest after this time shall not be considered. Closing date for
Completion of the PQQ documentation shall be Friday 09th October 2015 before 12:00 PM Coordinated
Universal Time (UTC).
